The Moscow authorities suggest creating a new set of rules for the assessment of energy efficiency in residential and public buildings in Russia. It is expected that this document will be based on the experience of Moscow, where the specific annual energy consumption for heating, ventilation and hot water compared with the standards has been reduced by 25% to 160 kWh/sq. m.
Department of urban planning policy of Moscow made a proposal to reduce the share of energy consumption for heating, ventilation and hot water supply in the capital by 30% compared with 2010. This is equal to 150 kWh per 1 m2 per year, which corresponds to the requirements of the Federal law 261-FZ on the reduction of energy consumption. The Department proposes to look at the efficiency of internal engineering systems, operating, monitoring, and accounting.
